You are in danger, and I do not think that I am to keep as a pet, even if somehow we could get and I know how you do it. You also need an environment of high water, so I doubt that most people have enough space.
Edit: This may have been a little harsh. I do not know how old he is. I agree with sea otters are cute. Many wild animals do not seem to be a pleasure to have them as pets, but they are also a lot of special things that humans simply can not offer their homes as the habitat of the wild, and to observe that only professionally trained, as are available.
We hope that things clear. You can be happy with a few goldfish. Sorry! :)
